be better if she was married to an american. however if she has friends in the usa they can sponsor her. if she were a mexican she could walk from mexico to the usa.

go to the us embassy / consolate in viet nam [ ha noi or sai gon]and then be prepared for a 10 year wait. 'wish it was easier , i have many viet nameses friends who i would like to come here for a visit.

What kind of visa are you looking for ?  If it is for residency or to stay a long time, you need to be a close relative of a U.S. citizen  or green card  or an investor.  The U.S. embassy / consulate probably has all this info on its website.

If you want to visit for a short time , as a tourist, you need to show why you must return to your country after your stay in the U.S.  The U.S. visa laws are written such that every tourist is seen as a possible immigrant and that person has to show that they will not stay if granted a tourist  visa , something called "ties to their country".  

If you have a good job or an important reason to return -- your wedding is next month or your PhD is being given to you  in July those may be reasons to go back to your country.

It may not seem friendly but so many "tourists" go to the U.S. and then do not return that the U.S. needs to be careful who it gives visas to.
