It's fairly easy to buy fireworks in L.A. Chinatown as long as you are discrete.  Visit the Far East Plaza at 727 N. Broadway and you'll find any number of permanent kiosk/booths where you can purchase any number and size of illegal China-made fireworks.  Merely whisper to the proprietor that you want fireworks and of course, pay in cash only.  These same booths also sell souvenirs.
