It is not effective at all. Mainly because there is no such thing as a judo chop.

A judo chop most likely refers to a chuto strike in Karate. Many people for some reason unknown to me has incorrectly called it a judo chop

it depends on how you have condition your hands. if you only condition  your knucles on th maki wari board. not very effectice. and it depends on the target and hitting the target
