  2. Charge usually gets stored either in batteries (long term) or capacitors (short term).  If you give more details about what you are trying to accomplish, you're more likely to get a good answer.

  3. I don't think it can ...water (impure water) can conduct electricity but I'm pretty sure on it's own can't store it.

    Of course, if you use electricity to pump water into a high tank, you can hook a generator up to create energy when you let it back out (but it's not very efficient at all).

    Alternatively you can use electricity to create hydrogen, which when recombined with oxygen will release energy (look up fuel cells) ...oh, and don't do it at home ...hydrogen can be very dangerous!
