  1. comes down to allocation of political power..

    changes in political power results in the breaking of 'social contracts' currently viewed acceptable by the 'citizens'

    changes in instituitons can also result in the reallocation of resourses (therefore power), also resulting in ethnic inequality...

    just one aspect of it though
