  1. In the UK, upto 800 miles, we don't have an offence called j walking.

Drivers of vehicles expect pedestrians in crosswalks, but not necessarily anywhere between crosswalks. When a pedestrian crosses in the middle of a city block where there is no crosswalk, that would be considered "j-walking".
