How far do you have to get to be able to trade on poikemon red/blue?

To be able to trade between Red and Blue I am pretty sure you don't even have to beat Brock. When you reach Viridian got to the shop and the guy asks you to deliver a parcel to Prof. Oak. Do this and then go back to Viridian, and I am pretty sure you can then trade in the pokemon centre. Hope that helps!

I believe you need to beat the Elite Four. It's been awhile although you might only need to get the Pokedex. Those are usually the two triggers for trading in Pokemon. I remember something about Bill but I believe that was for Gold/Silver in order to trade with Red/Blue.
