  1. Your question is a good one and requires a lot of searching.

Farechase.com will get you the cheapest "Air Only" if you are familiar with Mexico.

selloffvacations.com if you are Canadian.  They have great discounts, as a matter of fact $97.00 return for a week is not rare.

farechase.com is the best and you do not have to wait until the last minute.

If you are confined to a schedule (work) then look a little more in advance.

Last minute deals can backfire on you if you have to be back on a certain date and you may end up paying the full pop.

farechase.com offer "Sponser Deals" on line that just cant be beat.

  2. As a general rule, the earlier you book the better the deal BUT there are sometimes charters- like Apple and Funjet that have scheduled trips to different locations and at the last minute they offer incredible deals to fill their chartered planes.  On the other hand, if you don't want to wait and you would have to wait until 2 weeks before to get those deals- try kayak, travelfleamarket, priceline and expedia.....also try the airline sites directly.  I just flew to Orlando through the airline cheaper than any search engine price, so you really have to look for the buys-- by the way- most of the search engines even Yahoo- I booked my daughters flight through them and they gave me the cheapest deal for her- they will send you e mail alerts when the price of the flight you are looking for drops.......have fun.
