How far in college or experience level do you need to apply for an internship?

How much experience, or what level in college is a person expected to be at in order to be granted an internship in an internship within their career interest?

If you are in college, you can get an internship.. most colleges have career fairs that can lead you to a good Co-op or Internship... you just need to be able to talk to people well to get the job.
