How far should testicles hang?

it seems like all the ones I see in dressing rooms hang much lower then mine, even people my age (13)

Hanging down means the balls are relaxed.  But most guys your age generally keep them more taunt, held closer to the body .  This is natural as your body is always ready for s*x and your balls will tighten up in order for you to have s*x.   Better to hang tight than loose, as when you age, they will sag down further and further due to gravity.  Older guys in their 50's or so will hang down quite a ways.

dude it depends on your own gene pool if you come from a family that has a set of low hangers then you will have them too just like your unit size some dudes dont hang very low some are bigger and hang real low that the sit on them from time to to time and speaking of time that will be a factor too dudes nuts hang lower as they get older too
