It depends on whether or not you care for the other individual. If it's a stranger and you don't know them or have any concern for their opinions, (or even if you can't stand the individual) just go ahead and let it go. If it's someone you like and wouldn't want to offend them, then go about 20-30 feet away at least, preferably close to an open window or fan so it disperses.

It depends on the VOC content of the gas. If it is too high and you are too close there is the possibility of starting a fire.  Also, it is considered bad form to be passing gas when refueling your car at a service station.
