How fast can a 20w solor panel collect 20w on a sunny day

The Watt is an instantaneous measurement. Your answer then would be whenever the sun is powerful enough to generate 20 Watts. My guess is most manufactures overstate their products claim so unless you live neat the equator you will never ger 20 watts out of this collector.

most are watts/hr, So if you have 10 hrs of sunlight you should collect 200 watts give or take depending if there are other variables.
