How fast can i have a bb gun be so it wouldn't kill, but still sting people (without bleeding)?

I wouldn't advise. Many BB guns look very realistic. If somebody saw you pointing it at a person they might shoot you with their real gun and then you would be dead :(

In most states they would be acting in self-defense.

150 fps : stings when shot to bare skin from close, if your wearing like an army uniform, then you wont feel it.

200-260 fps : stings when shot from close/medium, if your wearing a uniform most likely wont feel it.

280-350 fps : I wouldnt test shoot my own bare skin. If your wearing a uniform, 20% u wont feel 40% sting 40% sting alot

300 fps airsoft (plastic 6mm BBs) is quite safe. Eyes protection is required anyway.

A BB is very unlikely to kill a person, but it could penetrate the skin much more easily than a paintball gun. A BB gun that wouldn't break the skin at 30 feet might penetrate deeply  enough at 20 feet to require a trip to the ER..

Also, shooting someone with a BB gun is probably assault.

It is a bad plan.   You could put an eye out or do other serious damage.
