How fast would 3.5hp briggs go on a minibike?

I got this cool little mini bike but the engine is tooken apart. i was thinking about just putting it back together or buy a new one instead. i wanted to know how fast 3.5 would go?

a 3.5 would prob take you like maybe 40+ thats how fast it got me on my baja doodlebug
