  1. Fuel oils consist of many different large, long chain hydrocarbon molecules.

    In processes called 'Catalytic' and 'Thermal' Cracking, these long chains can be divided into shorter chains like Pentane, Hexane, Heptane and Octane. These are then further processed by Hydrogenation, De-hydrogenation and Isomerism to form the desired products to be blended into the required grades of Petrol.

    (Gasoline or Gas etc..elsewhere)..

Don't think it can practically.  The difference between the two is that petrol is made from a lower boiling fraction than fuel oil, so to convert one into the other you need a catalytic cracker like refineries have - these are very big very expensive and no you can't build a small one.

      

  3. It is generally done using a high pressure high temperature reaction called cracking, which is done in very large, very thick walled vessels. It can also be done using a powdered catalyst, which provides an alternate chemical mechanism, which lowers the amount of energy required to complete the reaction.

    Essentially what happens is that the long hydrocarbon fuel oil chains are broken down into smaller bits which can be separated by fractional distillation, and used as fuels or whatever they're needed for. Petrol tends to have about 8 carbons in the chain, and is known as octane.
