  1. Sometimes the eggs can be carried on the legs of waterfowl, from one spot to another.

  2. Besides the possibilities given by other answerers, there is another possibility also.

When the soil formation at the quarry site is connected by faults or cracks with nearby open water bodies, eggs of fishes or tiny fishes are able to carried by the movement of groundwater stream from the water bodies to the quarry ponds.

  3. If they are not connected by a water way, then they are stocked by humans.

  4. i have seen man made ponds that miraculously had fish in them after a few years.

I prefer to stock the ponds with poli cultures ,to counteract contamination of the water ,and make sure the the place generates fish food

Rain can stock ponds if the evaporation took place in a hot enough place over bodies of water that have fish

In the Sahara are ponds that only exist every 50 years or so .

because that is how much time goes by between the rains

and in No time they got fish from eggs that lay dormant for many years as well as salamanders and frogs ,snails what have you.

I made a cement pond in my garden and lo and behold there were fish

maybe they come with birds ,as well ,it is a mystery at times
