In the Warhammer 40,000 universe, the Ultramarines are considered to be the greatest of all the Space Marine Chapters in the Imperium of Man, almost single handedly holding the Imperium together after the Horus Heresy. Highly disciplined and courageous warriors, the Ultramarines have remained true to the teachings of their Primarch for ten thousand years.

"Ultramarines" is a nod to both their standing among Space Marine chapters, as well as the overall colour scheme of the army; which also lends its name to one of the main paint colours sold by Games Workshop. They are loosely themed upon Ancient Rome, as exemplified in their names and their strict adherence to the Codex Astartes, as well as on the Spartan hoplites, as exeplified by their homeworld and method of recruitment.

It's a good starter, learning, or even main army.  There are many websites you can go to read up on to see what is a good army list.  They are relatively cheap to purchase because of their cost in game.  [It's relative because of the Warhammer 40k is an expensive hobbies - Unless you are refering to Dawn of War]

You can adjust your army easier to fit your playing style.

And when you get bored or want to try something else, they are easy proxies for other SM chapters.

I have SM and IG.  I can mix it up with allies and I could play them as different chapters.  I usually play "Vanilla" SM but I can play other variation in friendly games if I want to just to try something new.

That is why I think they are good.

In game, it depends on the skill of the player, the skill of the opponent on how well the Ultramarines does.  And the Ultramarines can go toe to toe with anyone without major changes in the army list.
