How good were the credentials of supposed leaders in the Collins submarine computerization ?

Wouldn't the theatre of play have been like a chessboard. There would be plenty of scope for a person "knowing nothing" to eventually secure a key position. Nothing wrong so far, if the person was consultative, evrything would be OK. What if the person has a personality disorder and really believes they are superior and starts dictating what to do. Here again, OK, as long as they are dictating what the signed contract says to do. But dictators rarely satisfy themselves with that.
