How hard is it for a fillpina to get a visitors visa to canada ?

she has a ok job but no assets and she just wants to come for a month to see another country and she has about $5000 to come with in her bank

If they think she might be planning to stay, they will not give her a visitors visa.  She needs to get a letter from her employer that she has to return.  It would also help if she has close family in the Philippines.
