How hard is it to find a h&k ump, if you have a class three license, and how much would one cost?

If you have a class 3 license you already have the connections and know the answer. Knowing this you do not have one. Seriously with the hoops you have to go through to get one why not do the infamous USC to UMP conversion? SBR is easy enough and still has the same look as a C3 UMP without the ATF down your throat. But your answer is as low as $700 if you are a LE agency representative for dept use but as high as 15k for a private citizen. Check out www.hdps.org
