not hard at all - - having them hear you is another thing - - and listening to them may be the toughest of all - -

if its a bum on the street talking to themselfs then maybe better to keep walking........lol

It isn't hard at all, just say 'excuse me' before you talk to them because you don't want to interrupt.  That would be rude.
