How have small towns stopped sprawl development especially when their downtowns have empty storefronts??

A deveoper is proposing a small shopping center just outside of town with a supermarket and othr shops with lower prices and more selection just outside of town--compatible with zoning and other land use laws..this is a classic case of pocketbook VS aesthetics and most of the residents are for it..the downtown has empty store fronts now and there is realistic concern that more will be empty if this project goes ahead which seems likely..Any ideas will be welcome..

  1. You answered your own question. Areas that are looking for development will rezone for anything compared to a city that only wants certain businesses in that area. Like a car lot where there was a grocery store, etc...
