You need some file hosting and a url. You an get these free from some places and your website will live at www.yourweb.theirdomain.com

They may provide an on line website builder or you may have to use an ftp program to upload your web files.

Of course you can write your own website on your machine, simply create a new file call it mypage.html and add some html tags and stuff then drag it onto your favorite web browser.
