You would have to take the following steps;

1. Since the program that you are interested in is somewhat specialized, you have to first create a list of schools that offer it. The best way to do that would be to use the advanced search feature on www.petersons.com

I have already done the search for you and I came up with this list of 55 schools across the country.

2. Select anywhere from 5-10 of these schools (or however many you can afford to apply to since you have to pay an application fee for each).

Keep in mind that there is a small number of schools that do not offer scholarships to international students so make sure that the schools on your list do offer scholarships to foreign students.

3. Group the school into two categories; highly selective (i.e. schools that are difficult to get into) and safety schools (i.e. schools that are relatively easier to get into).

You can do that by checking the entrance difficulty rating on petersons.com (see link above).

4. Take the required standardized tests. You would need to take the GRE (see www.gre.com on how to prepare and register for the exam) and maybe the TOEFL (see www.toefl.org). Some schools will waive the TOEFL (Test of English as a Foreign Language) if you can somehow prove to them that English is your first language or that you completed your undergraduate degree in English..

5. Apply to your selected schools and have your standardized tests sent to them. Write your essays and get letters or recommendations and do whatever else the application needs.

In order to get a full scholarship, you need to have excelled in your undergraduate studies and you need to do very well on your standardized tests. You also need to get great letters of recommendations and write a great essay. If you don't get a full scholarship offer, you can apply for a graduate assistantship position. Your school typically would provide information on how to get that.
