After up you have signed into your YAHOO MESSENGER>>>> click on Messenger on the top>>>> on the drop down menu choose Yahoo Chat>>>> click on join a room >>>> in the categories listing click on REGIONAL and you will see a listing of the countries, on the bottom of the list is VIETNAM, click on it. The list of the different rooms in Vietnam will show on the right panel and you can make your choice of a chat room to enter.

Vietnam does not restrict access to public Internet chat rooms, so you should be able to access through Yahoo Messenger or chat.yahoo.com. However, the Internet cafe' that you're at might restrict access. If you can get into a chat room where you're at, then go to another Internet cafe'
