what ive always felt good about doing, was putting my feelings in a note to him and see what he thinks. if i were you, i would say i like him, say that if he doesn't like you, thats alright and you still wanna be friends, but if not, thats great and you hope he says yes tho.

By saying I love you.............i did this with my friend back in highschool. We hung out all the time and one day I asked how she would feel if we became more than friend, I said"because I think I'm falling in love with you" It was followed by a kiss and  a relationship.....although it ended when college hit, but it was worth the time.

First off if he is in a relationship or seeing someone else back off girl.

If not...Then just say how you feel.  You can make it cute like ask "what would happen if I was to kiss you" then do it and see how he responds.  Or just say "Hey s**y I'm not busy tonight so lets date."  Unless you come right out and say it the fella won't get the clue.  They don't take hints even if you hit them on the head with it.  

He already said No if you don't give him a chance to say "Yes".
