although murder and assassination both involve the killing of someone, the definitions are slightly different

murder: kill intentionally and with premeditation

assassinate: murder; especially of socially prominent persons,but with the intention of making a political or ideological statement

so in theory its not how important you are, but more a case of whether the killer was politically motivated !
