Recently the BLM issued a moratorium on new solar projects on BLM land.

It has also been reported on several sites that the Bush administration halted funding for new solar energy development.

How did the Bush administration block funding for solar energy? How is the Bush administration connected to the BLM?

The Bureau of Land Management is part of the executive branch.  They carry out his policies, since he is the chief executive.

Ironically enough, they blocked funding by simply not moving forward with initiatives spend it, and they also claimed they needed more "envionmental assessments" to put a hold on existing projects.
