How is Captain Jack Harkness the Face of Boe?

It's not really clear that he is, although its been said that his childhood home was the Boeshane Peninsula. He also has said that he "knows" the Face of Boe.

But remember that Jack is immortal, and the Face dies. So there may not be a proper link.
