  1. Khar (East) is not as much developed as Khar (West). You can get BEST buses to go to Marol Naka and Lower Parel fromm Khar (West).  You can also travel by suburban train from Khar to Lower Parel.  While you can get Auto to go to Marol, services of Auto are not available to LowerParel and only taxi will be available.

  2. Khar East is not a posh area like Khar West, but it's centrally located. Rents are still very high though: anything from Rs 20,000 to 30,000 for a one-bedroom flat. As for connectivity, BEST buses are available to all parts of Mumbai, but they tend to be crowded. But taxis (towards Lower Parel) and autorickshaws (towards Marol) will be available in plenty, and they go by the metered fare.

Ideally it should take about 30 minutes to get to Marol Naka or Lower Parel, but it depends on the traffic conditions. In rush hour it could take well over an hour. Commuting to Marol Naka in particular could be a problem because of the flyover being built on the western expressway near the domestic airport, and the overhead metro rail work on Andheri-Kurla road. The drive to Lower Parel should be fairly easy, barring traffic jams on Mahim causeway.
