    All UNICEF funds come from voluntary government and private contributions and the sale of greeting card products. There are no dues. The State Department recommends to Congress a U.S. contribution. Congress has frequently increased the figure in response to popular support for UNICEF and the world's children.

    The top ten sources for emergency funding as of 31 October 2007 are: CERF (Central Emergency Response Fund of the UN Office for the Coordination of Humanitarian Affairs), pooled funds (excluding CERF), United States of America, Sweden, European Commission Humanitarian Aid Office (ECHO), United Kingdom, Netherlands, Japan, Canada, and the German National Committee for UNICEF.
