  4. The difference is their motive and motivation.  A terrorist has a specific goal that they are trying to accomplish- they want to spread fear and uncertainty.  It is a type of revenge against what they feel was an unfair action.

    Somebody who shoots random people in a public place because they believe that it is in self-defense, or perhaps just because they feel like it, are simply insane.
