How is a pure miniature horse recognized?

Is is just by size? I also know there are different breeds.

as with cats dogs and any animal the ONLY way an animal can be called a PUREBRED is if it has registration papers..

infact under The Pedigree Act, it is illegal to refer to any animal as a purebred UNLESS it has registration papers

If they are under 38" without being crossbred with a donkey or mule is how they're recognized it is also easier if the have papers from the amha or amhr
