How is an orphan's name picked?

If an orphan is found without parents, how is his/her name picked? I've always wondered how both their first and last names are chosen.

  1. I have two little sisters who were orphans in China.  The last name is a name that is given to all of the children assigned to a particular orphanage.  For example, one of them had the surname XU.  Every orphan in that orphanage had XU as part of their name.  As far as the first name goes, that is arrived at in many different ways.  Some orphans have a note attached to them telling their name, while others have a name assigned to them.


  2. there is a rotation of names by alphabetical order.  like in oliver twist.
