In what area do you mean?  It is difficult (and not very smart) to make sweeping statements about every area of a country in one generalisation, but yes there is a lot of "form-filling" and rules to abide by in every area of life.......... but it's difficult to say more without being sure what it is that you mean

Well, seeing how you can buy pot in the netherlands with no consequences (or was it belgium?)

I think that the bureaucracy is pretty awesome, if that is the case.
