  1. Chemical waste is a waste that is made from harmful chemicals (mostly produced by large factories). Chemical waste may fall under regulations such as COSHH in the UK, or the Clean Water Act and Resource Conservation and Recovery Act in the US. Chemical waste may or may not be classed as hazardous waste


  2. Well, when chemical reactions are done (I will talk about organic), you can get some concentration of side-products. Side-products occur in reactions, if some conditions are not right or they might just occur even in perfect conditions. Anyway, the chemist only wants his product and gets rid of the side-product as waste. Thats why you here of chemical pollution from chemical plants. They pour there side-products into the environment and have no care on what the consequences are. They do this because it is cheaper for them to get rid of the side-products. What they should do (and pretty much must do) is react these side-products and convert them into safe chemicals that can be disposed of properly.
