How is consensus based on social values essential to social order?

Because social order demands that we all agree on the rules set by society.  The written law is the ultimate representation of the collective conscious or is supposed to represent these shared values.  When people or groups are able to get laws passed that are not in line with the collective conscious of society, people will become disenchanted and begin to lash out against rules they see as unfair or improper.  This is why multiculturalism is problematic; it doesn't incorporate this simple concept.  Different cultures are virtually assured to have different values and not forcing them to assimilate into society by abandoning the old values system is a recipe for chaos.
