  1. The same way that regular cellophane tape is made except the adhesive is applied to two sides.  Instead of the tape back being a smooth surface from which to peel the tape, a seperate strip is applied to keep the tape from sticking to itself when rolled.

  3. Adhesive is applied to both side of a substrate.  Substrate can be any flexible material the adhesive will stick to.  Foam is one example. Tape is rolled with a layer that the adhesive does not adhere to which prevents it from sticking to itself.

  4. It is any substrate tape,be it foam or other material, adhesive attached and covered with wax or plastic film/paper.  Then the other side of the substrate is covered with addhesive and rolled into the familiar shape.
