there are a fixed number of coaches for each train .. say 10 .. each of it has 72 seats say .. of which 9 coaches are for completely confirmed seats and 1 is for RAC ... 648 seats are confirmed and 72 are in RAC .. when any tickets are booked beyond that its waiting list .. as the tickets cancel the RACs become confirmed and Waiting list become RAC. for further clarification try looking at
