How is it possible for them to take my credit?

Some one took out a credit care in another state under my name how it possible they live in another state and will the be prosecuted?

It is easy to get a credit card in someone else's name.  All that is needed is the other person's name, birth date, and social security number.  This is generally classified as "identity theft" and is a crime.  If caught, the person will be prosecuted.
