How is it possible that the Nissan GTR is available in Japan? Don't they have the 280hp law?

As far as I understood, the Japanese have a law that states that Japanese cars (JDM) should not more than 280 HP. This is to control pollution and increase fuel efficiency. Then how's it possible that the new Nissan GT-R (more than 400 hp) is sold and driven in Japan. Is it that they have different rules for exotic sports cars or have they changed the 280hp law?

  1. New GTR in Japan has 480HP.

The regulation to limit the HP under 280 was abolished at 2004.  It was set by Japan Automotive Manufactures Association.  So it is not legally binded.  Thus imported cars could have more HP than 280.

The regulation was established at 1990 under the name of "reducing car accidents" (no certain evidence between HP and accidents).

The number of 280 comes from the most powerful Japanese car, Nissan Z, at the time of 1990.

  2. The Nissan GTR has its HP limited on regular streets. Whats cool about the GTR is that the GPS in the car shows that you are entering a racing circuit and will take the limiter off. There are alot of articles floating around the internet.
