How is it possible that the World Trade Center construction project is over budget?

Those trucks and construction workers certainly *look* busy every time I walk past... but they haven't built a d**n thing in seven years (minus two months), except for a giant hole in the ground.

Wait, my mistake. That was built by Al Qaeda.

So... how are they already over budget?

If it was left up to just the business people things would be fine. But the politicians, lawyers and other do gooders are all sticking their noses in the project. At first it was to be called freedom tower with a statue of people that died in the WTC. Then lawyers for firemen wanted firemen in the statue. It goes on and on and on.
