Are there only a limited and finite number of bandwidths so that a government agency can take control of its disposition and distribution? Are they only assigned and sold only to telecom companies?

  1. Radio bands and frequencies are defined by national and international agreement for standardization.

They are not "sold", they are licensed. They are regulated to allow them standardization so that they will work. Without standardization, it would be a mess.

  2. first of all correct your information. these things are never sold out rightway. the are only licensed or leased to mobile companies, fm radio operators etc. the government control all this and they have a right to take rent for it.
