I think the question should be, "how can we help educate "some"  lower income women concerning birth control".  In education review--review and more review is the key in learning. There is great power in words even if said, "a million" times over. Thanks for letting me share.

In California you are allowed 3 kids and if you have any more you get nothing for that child, no cash, food stamps, no medical

My ex-sister in law tried to scam the County so I am aware of the Welfare Rules

The short answer is simply, they are paid to.  Welfare pays more per child, so popping out the kiddos is actually a good way to make money.
