How is it that you are called to jury duty and not even a citizen of this country......?

That must be a mistake. Jury duty rosters are taken form the voter registration lists.

It's probably because the Clerk of the Court is using some other data base besides voters' rolls to gather potential jury members. In Southern Nevada we use utility bills, pet licenses and other data bases. Most jurisdictions permit legal resident aliens to serve on juries. Legal resident aliens can join the armed forces as well.

California goes by driver's licenses now. Arnold figures if Maria is allowed to drive, anybody should.

In Kansas the jury pool comes from Voter registration, vehicle registration, and property owners. So it is very easy for this to happen. If a person has their dog on the title to their house the dog could be summoned to jury duty.
