What are you comparing Ohio State's cost of living to?  Where do you currently live?  If you live on or around campus, housing can be a bit pricey due to the demand for apts or houses within walking distance to the University.  I lived on campus for 4 years and paid anywhere from 400 dollars for a single apt to 700 for an apartment for 2 people (350 apiece).  There are a lot of restaurants and fast food places near OSU, just like any college campus, accomodating to students on a budget, so prices aren't that high.  There is campus bus transportation which is free as well as a COTA bus system that will take you throughout Columbus for pocket change.  The majority of your money will be spent going to bars and drinking if you're into that.

Columbus in itself is a great city.  There's a lot of culture as well as different things to do for entertainment.  As with every city, there are dangerous and unsafe parts that you should stay away from, but the majority of the city and campus is pretty safe.
