How is payment of London's congestion charge enforced?

Number plate recognition cameras.  If you're car is photographed inside the zone and you haven't paid - checked against computer records btw - then you get a fine through the post.  If this is not paid then they start court proceedings against you so you end up with a bad debt on your credit file.

Once you have been caught using the Congestion Zone without paying, they will immediately send the registered keeper (whoever name is on the log book) a £60 fine, if you do not pay or make a representation (if you were not the driver) within 14 DAYS then they increase it to £120 If that is not paid within 28 DAYS they will increase it to £180. Failure to pay that will result in it being taken to magistrates court where you will end up paying about £350 (including costs). You will be found guilty!!!!!!!!
