  1. Each area has base pay plus locality pay.  They figured out long ago that you couldn't make it on a basic salary in high cost areas such as San Francisco without some additional pay. So a similar worker in Kansas does get less but their cost of living is lower. Search by name of the location you are thinking of working and add "government salary schedule".

There are pay banding pay scales in some locations. It primarily has to do with your initial hiring in to see what level they offer based on your experience and education.

A lot has changed since I retired from the federal government but I would still recommend a civil service job to people even if FERS is not as secure or generous as CSRS was. The government thought that since people change jobs more often today they needed the program to be more transferable to other companies. In the end, I believe it has resulted in more people leaving government because they could now do so without losing their retirement. Previously it was close to the phrase "golden handcuffs"

  2. I'm not sure how the government decides how much to pay its employees, but there are various "pay scales" you can look up.

For the military, you have Enlisted, Officer, and Warrant Officer pay scales, and then for other government jobs there are similar pay scales. GS (general schedule) is one of the ones the "civilian" government uses.
