i thought it was determined by being last place at the end of regular season but in the 2006-2007 draft the blackhawks (26th) got first instead of the flyers(30th)?

  1. The NHL draft order is determined bye finishing order in the playoffs and the draft lottery

The first 10 or so spots go to teams who will not make the playoffs and each have a shot at getting the number 1 pick through the draft lottery....

the last 16 picks are decided by how each team does in the playoffs and then when teams are eliminating each round they decide the order by regular season performance

the Stanley cup winner and runner up get the last two picks

  2. The bottom teams are in a lottery with each teams chances weighted according to position. No team can move up more then 4 spot,s and no team can move down more then 1, so the worst 5 teams have a shot at the number one pick. It's to discourage intentionally losing games.

The 5th last team has a much, much smaller chance then the last place team to get the last pick though.

  3. It's determined by the season standings, but there is also a draft lottery so all of the bottom five teams have a shot at the number one pick.  They do this so teams don't loose on purpose in order to get higher draft picks.
