  1. If you put really boring stories on the front cover, people are less likely to pick up the newspaper to read it. If you put really exciting stories on the front cover, people are more likely to read the newspaper.

    Simply to say, it ranks the importance of news strories in the editorial team's mind and in a way consistent to the paper's own stance. This is a way to present to the public how you view the world and how you feel what's going on in the world. It also plays a role of establishing a platform to illustrate, discuss or even debate social issues a paper wants to focus on, creating a mass of public discussion.

    As a result, there is a story behind to place the news stories.

  4. There is a pecking order to article placement in newspapers.

    Broadsheets place the most newsworthy material "above the fold" on Page 1.   Teasers on the front page also draw attention to articles displayed on the front of internal sections.

    Most people are right-handed, so the more important articles are usually on right pages, and the lesser on left pages.  All pages have the largest headlines at the top.

    Some people disregard internal sections and might go directly from Page 1 to the sports, business or local news section, which would also have a layout similar to Page 1.

    Newspapers also "close" from the back to the front, so any breaking news can only be put on "live" pages that have not closed (meaning printing plates made).  This is why the classified advertisements, comics and other routine stuff is in the back of most newspapers.

    Some individuals try to manipulate press coverage by waiting until the newspaper layout deadline looms.  This forces editors to decide if the article is really newsworthy enough for Page 1 since that is the last live page available.
